Ride Smart: A Safer Way to Move at Rice

In response to the increase in near-misses and minor accidents between pedestrians and riders over the past year, Campus Safety is stepping up its efforts to make getting around campus safer for everyone.

This fall, Campus Safety is focusing on awareness and education about Policy 854: Bicycle, Scooter, and Micro-Transportation Policy so everyone understands the rules before enforcement begins in January 2026.

What is Policy 854?

Policy 854 provides guidance on appropriate use of bicycles, scooters, and other personal transportation. This policy was designed to:

  • Protect pedestrians and riders alike.
  • Keep campus pathways open and accessible.
  • Ensure consistency and fairness through a transparent enforcement process.

What Counts as Micro-Transportation?

These are the devices covered by Policy 854. ADA mobility devices are not restricted.

Device

Description

Scooters

Two or three wheels with handlebars and a floorboard; may be powered by motor or human effort.

Bicycles

Two-wheeled frames (or unicycles/tricycles) propelled by pedals or a small motor.

Skateboards/Longboards

Four wheels and a deck; pushed manually or powered by a small motor.

Monowheels/One-Wheels

Single-wheel devices operated standing or seated, powered or manual.

Where You Can Ride (and Where You Can’t)

  • Roadways and parking lots
  • Areas specifically designated for bicycle or micro-mobility travel
  • Sidewalks or covered walkways
  • Paths not designated as bicycle routes
  • Stairs, ramps, railings, or surfaces not meant for vehicles
  • Inside or at entrances to any university building or parking structure (including loading docks, driveways, and garage access ramps)

Tip: Obey the rules of the road. Always travel with traffic, yield to pedestrians at crosswalks, and slow down in busy areas.

All micro-transportation devices must be registered with RUPD.

Progressive Enforcement

Beginning in January 2026, Campus Safety will implement progressive enforcement of Policy 854 consisting of three steps:

  1. Initial Warning (First Offense): Verbal + written warning; rider’s info is recorded in Campus Safety’s system. The rider receives a copy of the policy and a reminder that the next offense will result in a ticket and fine.
  2. Fine/Ticketing (Second Offense): Formal ticket/monetary fine; rider’s violation is logged in Campus Safety’s system; rider is given the ticket and notice about next steps (i.e., referral to Student Judicial Programs (SJP)).
  3. Student Judicial Referral & Potential Ban (Third Offense): Ticket + referral to SJP; SJP reviews history and may impose disciplinary actions, including a ban on operating micro-transportation devices on campus for a specified duration or permanently. Further violations after a ban may lead to more severe discipline.

Safety Tips

  • Travel predictably; control speed near crosswalks and congested areas.
  • Make eye contact at intersections; pedestrians have the right-of-way.
  • Dismount early in posted dismount areas.
  • Use lights at night; helmets strongly encouraged.
  • One rider per device; stay alert and aware of surroundings.

Are ADA mobility devices restricted by Policy 854?

No. ADA mobility devices are not restricted by this policy.

Can I ride on sidewalks or covered walkways?

No. Sidewalks, covered walkways, and paths not designated as bicycle routes are prohibited for operation.

Where can I operate a motorized scooter/e-bike?

On roadways and parking lots only.

Where can I operate a non-motorized device?

On roadways and in areas where bicycle travel is allowed.

Can I store my e-scooter indoors?

Indoor storage of motorized devices is prohibited unless the space is designated for indoor storage. Residential rooms and personal office spaces are designated indoor storage spaces (subject to building management guidance and City of Houston Fire Code).

What happens if I park blocking an entrance or ramp?

RUPD may move, assess fees, or impound devices in violation; Rice is not liable for damage, repair, or replacement.

Do I have to register my device?

Yes. Registration with RUPD is required.
