Parking Enforcement

Rice values its cordial relations with area residents, businesses, and institutions and looks o the members of the Rice community to help maintain these positive relationships. In furtherance of those relationships, Rice views, and encourages its faculty, staff, and students to also view, available on-street parking in the residential neighborhoods near Rice as being intended and reserved for the primary use of the residents of these neighborhoods and their visitors. When visiting, residing, or working at Rice-owned properties, Rice students, staff, faculty, contractors, and guests are asked and expected to park in university-provided parking facilities, not on neighborhood streets.

Please review the parking regulations, as all employees and students of Rice University who park on campus are required to register their motor vehicles with the Rice Parking Office or park in designated paid visitor parking facilities.

Online Parking Citation Appeal

The new parking system is now live! Students, faculty, staff, and registered visitors will use this new online portal for parking registration, tow form, ticket viewing, and appeal requests. A $10.00 appeal deposit per citation will be collected when the appeal is submitted. If the appeal is approved, the deposit will be refunded to the account.

  • Parking permit fees and unpaid or unresolved parking fines are added to student accounts in Esther – Payment Suite at https://cashier.rice.edu/access-bill-payment-suite

Rice University may deduct from an employee's paycheck or collect any other monies owed to Rice to pay any parking charges. These fees include, without limitation, the posted fee for a parking permit, traffic or parking fines, and unpaid damages to university property (including parking system equipment, signage, landscaping, etc.).

Appeal Process for Outside-Unregistered Visitors

If you are an outside-unregistered visitor who has been issued a parking citation and would like to appeal it, please use this new online portal. A $10.00 appeal deposit per citation will be assessed if the appeal is adjusted or denied. An email will be sent with the appeal decision and any amount due to Rice. Payment must be submitted by check or money order made payable to Rice University. The deposit must be submitted via mail to the Rice University Police Department at 6100 Main St. MS-551, Houston, TX 77005, or in person.

Payment of citations for visitors and all non-Rice affiliated communities can be made at the University Cashier's Office, 110 Allen Center. The physical address of the Cashier's office is:

The Rice University Police Department will also accept payments in person. We accept cash, VISA, and Master Card. The Police Department is located just inside Entrance # 8 (2000 block of University Boulevard at Stockton Street).
