Department Compliments and Complaints

The Rice University Police Department is committed to providing the highest quality of service to the students, faculty, staff, and visitors of the University. In order to be responsive to the community’s needs, it is necessary to have citizen input. Your constructive comments about our service, good or bad, will help us to improve and achieve our goals. Therefore, if you believe that you have been subjected to police misconduct of any type, you are encouraged to report the incident to the Rice University Police Department.

Compliments and Complaints may be registered in person, over the telephone, by mail, or by email. However, pursuant to Texas Government Code 614.022 complaints must be in writing and signed by the person making the complaint.

The Criminal Investigations Division investigates incidents of alleged misconduct or violations of the department’s policies or procedures.

The Criminal Investigations Division will NOT investigate any complaint regarding the validity of a parking citation, traffic citation, or appropriateness of any charges filed in connection with a police investigation. The appropriate venue to dispute tickets/charges is the court of record, or the parking enforcement office located at the main entrance of RUPD for parking citations.

To file a compliment or a complaint:
Compliments and complaints may be filed 24 hours a day, seven days a week in-person at the Rice University Police Department: 6100 Main Street Houston, Texas 77005, over the phone, by mail, or email. Commendations may also be registered online here.

In-Person:
Request to speak with the CID Coordinator, or the on-duty Supervisor if the CID Coordinator is unavailable.
Relay the circumstances of the compliment or complaint to the supervisor.
Complete and sign a written statement (if applicable).
Note: To facilitate the process, you may also download a Citizen Complaint Form, fill it out and drop it off at the police station to the attention of “Criminal Investigation Division.”

By Phone:
Call the police department at 713-348-6000.
Request to speak with the CID Coordinator, or the on-duty Supervisor if the CID Coordinator is unavailable.
Relay the circumstances of the compliment or complaint to the supervisor.
Provide a means to receive a statement form (if applicable).
Complete and return the signed statement (if applicable).

By Mail:
For compliments: Write a letter with the details and circumstances of the incident.
For complaints: Download a Citizen Complaint Form. Detail the nature and circumstances of the incident and the specific complaint.
Sign and date the form.
Mail the letter or form to: Criminal Investigations Division, Rice University Police Department, 6100 Main Street Houston, TX 77005

Regardless of the method of complaint, please include the following:

  • The date, time and location of the incident
  • The officer’s name, badge number and/or description
  • Any witness’ name and phone number
  • License numbers for any vehicles involved in the incident
  • Any other items you feel may be important, such as copies of traffic tickets, photographs, medical records, etc. If you have injuries, please include their nature and extent.

Remember, it is very important to file the complaint as soon as possible in the event photographs or other evidence can be obtained quickly.
