Ride-Along Program

The Rice University Police Department has recognized the need to improve the lines of communication with our faculty, staff and students.  One way to accomplish this goal is to educate our community on duties and tasks performed by the Rice University Police Department.  As a means of accomplishing this objective, the Rice University Police Department is proposing the implementation of a ride along program. This program would consist of an observation tour with an officer.

Ø     Participants will be required to sign a waiver of liability and are subject to a criminal history check.  (See attached)

Ø     Participants must notify the Police Department 48 hours prior to the observation tour that they will participate. Last minute requests will not be permitted. Participants will also be given a copy of the rules of conduct either by postal mail, e-mail or hand delivery at least 24 hours prior to the observation tour. (See attached)

Ø     Participants are limited to one observation tour each semester unless authorized by the Chief of Police.

Ø     Participants will ride for a maximum of four hours and a minimum of two hours.

Ø     Participation may include foot patrol as well as vehicle patrol.

Ø     Officers will notify Dispatch when a rider is on board to ensure discrete radio communication.

Ø      The Chief of Police reserves the right to refuse a person’s request.

 

 Rules of Conduct

  

1.  ___ The participants must obey any and all instructions given by the officer conducting the tour.  This is to include, being dropped off in an acceptable location during a serious or dangerous response.

2.  ___ The officer will make final determination if the officer is asked to investigate any events that may be sensitive in nature.  (i.e. sexual assault, child abuse, homicide, suicide, etc.) 

3. ___ No cameras or tape recorders will be allowed during the observation tour with the exception of in car video and audio.

4. ___ Participants cannot have consumed any alcohol or mind altering drugs at least 24 hours prior to or during the observation tour.

5. ___ Participants will not posses any weapons on their person during the observation tour.  This is to include participants who have a concealed handgun license. (PC 46.02, PC 46.03)  Participants who are found to be in possession of a weapon are subject to arrest.

6. ___ The officer can terminate an observation tour at any time.

7. ___ Participant will not release any information from any criminal investigation.

 

Ride Along Program Waiver

   

I have read and understand the Ride-Along Program Rules of Conduct and hereby request the opportunity to accompany an officer of the Rice University Police Department as a participant in the Ride-Along Program.

 I agree to allow the Rice University Police Department to conduct a criminal background check on myself prior to approval of my ride-along.

 I realize that the official business of the Rice University Police Department must be kept confidential in interest of public safety and welfare and that the release of law enforcement matters is regulated by law.  I agree not to disclose or discuss official matters which I may observe or hear during my ride-along with anyone unless as directed under due process of law.

 I hereby agree to hold the Rice University Police Department and Rice University harmless from any and all claims in that I voluntarily requested to participate in the Ride-Along Program, knowing there are inherent risks of injury or death.
